2.20.01 Attributes Added by Registry Agents

Policy

Client attributes are added to a client file when the client has met all operator/vehicle registration licensing requirements.  Attributes allow clients to have specialized services and/or reduced fees.

Attributes

Charitable Organizations

These attributes allow the client reduced fees for vehicle first and renewal services.

  • charorg (passenger vehicles)
  • mtbchar (commercial vehicles)

To be eligible for either of the above attributes, the organization must be incorporated under a provincial or federal statute and be registered as a charity with the Canada Revenue Agency.

A client must:

  • Provide a certificate of incorporation under a provincial or federal statute.
    • If the organization is incorporated under Corporate Registries, a registry agent may complete a search on CORES to confirm the organization is registered.

A registry agent must image the proof of incorporation and the “registered” status on the Canada Revenue Agency (CRA) website to the first vehicle service following the addition of the attribute(s). If at any point the organization is no longer incorporated, or the status on the CRA website changes, the attribute(s) must be removed.

Dealer - dealer

  • Dealer licence plates are issued to manufacturers of motor vehicles, dealers of motor vehicles and clients engaged in the business of servicing motor vehicles. 
  • The dealer attribute allows a dealer licence plate to be moved from one vehicle to another without transferring registration.

Government - govt

This attribute allows the client reduced fees for vehicle first services, and search products, including driver’s abstracts.

The following may qualify for a government attribute:

  • Government of Canada (including national parks).
  • Alberta Provincial Government.
  • Lieutenant Governor of Alberta.
  • US Government.
  • Alberta municipalities, counties, rural districts and school boards.
  • Alberta Indian bands who have established their own municipal control.
  • Government council of a Territory in Canada.
  • A general council of a “Settlement” as defined in the Metis Settlement Act.
  • Educational institutions including universities, colleges and technical institutes.
  • Private schools as defined in the School Act.
  • Alberta Health Services.

A client must provide:

  • A letter on organization letterhead outlining under what authority they have been created as a Government organization.
    • The letter must be signed by an individual who has delegated authority for the organization.

A registry agent must:

  • Send the letter to Motor Vehicles immediately following the addition of the attribute.
  • Image the letter to the vehicle service immediately following the addition of the attribute, if the client is requesting a vehicle service.

Ham Radio - ham

  • Amateur Radio Operator (Ham) plates are issued to clients that maintain a valid Amateur Radio Operator Certificate issued by the Government of Canada.
  • The ham attribute permits the client to have a personalized plate bearing the Amateur Radio Operator (HAM) call letters at regular passenger licensing fees. 

Isolated - isolated

  • Clients residing in outlying districts not connected with a public highway system (e.g., Fort Chipewyan and area residents, etc.) are eligible to receive an isolated attribute.
  • This attribute allows reduced registration fees for vehicle first and renewal services.

Medical Condition - med-cond

This attribute allows a client with a medical condition to re-use their most recent image when applying for a driver’s licence or identification card service.

Note:
An existing image can only be reused if it meets current photo requirements as stated in 3.05.02 Driver Licence / Identification Card Photo and Signature Requirement, and if it was originally captured on MOVES after July 2003. If an existing image was captured before this date, a new photo is required and a med-cond attribute must not be added.

A registry agent must:

  • Confirm a client’s eligibility for a medical attribute.
  • Add the med-cond attribute prior to starting the driver’s licence / identification card service.
  • Record the reason the med-cond attribute was added on the Driver’s Licence / Identification Card Application.

The med-cond attribute will automatically be removed from the client’s file at the end of the day it was added.

Note:
If a registry agent completes the driver’s licence / identification card service prior to adding the med-cond attribute, the image must be cancelled on the SIMS station. Contact Registries Assurance to request a backout. See Section 1.10.13 Backouts /File Adjustments.

Parking Placards

Individuals that meet the established eligibility requirements may be eligible for the Parking Placard Program.

  • Blue and White Placard
    • Long Term (disabled) placard(s) are issued to individuals who are unable to walk more than 50 metres (150 feet) but their disability may improve within the next 5 years.
    • Permanent (dsblperm) placard(s) are issued to individuals who are unable to walk more than 50 metres (150 feet) and their disability is a permanent nature and it’s not expected to improve.

Permanent Fleet - permflt

This attribute allows the client the option of registering or renewing their vehicle registrations on a quarterly, semi-annual or annual basis. Clients may group specific vehicles into separate fleets and have each fleet expire at different periods.

Prior to adding the attribute and completing a vehicle service, a registry agent must confirm the client has (or will have) 10 or more commercial vehicles registered at the time the service is completed. The client must have 10 or more commercial vehicles registered at all times within a fleet. See 4.50.04 Permanent Fleet Program.

A registry agent must remove the permflt attribute from the client’s file if the client does not maintain 10 or more commercial vehicle registrations at all times.

Note:
When a permflt client requires an address change; see 2.10.01 Addresses & Acceptable Abbreviations.

Veteran - veteran

  • Veterans’ plates are issued to Alberta residents who have been approved by The Royal Canadian Legion. 
  • The veteran attribute allows the client to purchase Veterans’ licence plates.
