4.55.02 Vehicle Renewal
Policy
ATTENTION:
Please refer to COVID-19 Emergency Interim Policies which provides details for temporary exceptions to this policy.
A vehicle renewal service can be processed for the following situations:
- Renewing a vehicle registration that has not been expired for 12 or more months.
- Extending the registration expiry date in conjunction with a change of name, address, etc.
- Processing a vehicle transfer or vehicle exchange.
Note:
When an organization or corporation is involved, a registry agent must verify, through CORES, that the status of the organization or corporation shows as active or start.
Registration Requirements
Renewal – Without Changes (Expired 0-3 Months)
A client must:
- Provide acceptable identification; see 2.05.02 Acceptable Identification/ Enrolment.
- Provide proof of insurance; see 4.00.02 Insurance Documents.
When a client is renewing a vehicle registration on behalf of the registered owner, the following documents are considered authorization to renew the registration:
- The registered owner’s current Vehicle Registration Certificate.
or - A fully legible faxed, scanned, emailed or electronic copy of the current Vehicle Registration Certificate (if a copy is used, it must be fully legible).
The Vehicle Registration Certificate (or copy) must not be expired for more than three months and must be a clean renewal (no changes).
If the client does not have the Vehicle Registration Certificate (or copy), the registered owner must provide the client with a fully completed and signed Authorization for Vehicle Services (REG0169) form.
Late Renewals (Expired 3 – 12 Months)
When a vehicle registration has been expired for more than three months, but less than 12 months, a registry agent must use the registration number (found on a renewal notice or previous registration) to start the MOVES service.
- If the client is not the registrant(s), a completed Authorization for Vehicle Services (REG0169) form (pdf) must be provided and submitted for imaging.
- If the registration number is not provided, use the registrant’s Driver’s Licence, plate number or VIN from the Authorization for Vehicle Registration (REG0169) form to find the registration number on MOVES.
Note:
When a vehicle registration has been expired for 12 months or more, process the service as a vehicle first; see 4.55.01 Vehicle First.
Renewal with Changes (Expired 0 – 12 Months)
When a client is renewing a vehicle registration that requires changes, a client must:
- Provide acceptable identification; see 2.05.02 Acceptable Identification/ Enrolment.
- Be 18 years of age or older.
- When a minor is renewing their vehicle registration and transferring their registration to a different vehicle, subsequent parent/guardian consent is required; see 2.00.02 Minor – Consent / Self-Sufficiency.
- Provide proof of insurance; see 4.00.02 Insurance Documents.
- Report lost or stolen licence plates to law enforcement; see 4.55.10 Additional Plate Processing.
- A police report must be filed prior to the service.
- Reporting personalized licence plates, HAM licence plates, and parking placards as lost or stolen to law enforcement is optional, though strongly recommended.
- Complete the Licence Plate / Parking Placard Cancellation Declaration (REG3106) form, if they are requesting a new licence plate / parking placard.
A registry agent must:
- Use the registration number to start the Vehicle Renewal Service in MOVES if the registration has been expired for more than three months but less than 12 months.
- Ensure lost or stolen licence plates are reported to law enforcement prior to completing the renewal service.
- Complete an additional plate processing service when the previous plate is being declared as lost, stolen or destroyed; see 4.55.10 Additional Plate Processing.
- An additional plate processing service is not required for plates / placards being retained by the registered owner, or if the number of plates / placards returned was entered in the renewal service.
- Enter the Licence Plate / Parking Placard Cancellation Declaration (REG3106) as a support document to the renewal service (if applicable).
Additional Requirements
In addition to the registration requirements mentioned, the client may also have to provide one or more additional documents depending on the situation (e.g.: class in which it is being registered, origin of vehicle, etc.); see the applicable policy for details.
Odometer Reading
At the time of renewing a vehicle, the client may voluntarily provide the odometer reading of their vehicle; see 4.50.07 Odometer Reading Program.
