4.30.02 (2-59) Restricted Radius - Transporting Own Goods / Private Bus
Policy
The 2-59 plate class is used to register:
Commercial Vehicles
- Used for commercial purposes.
- That transports the registered owner's own goods.
- Operated within a 10 kilometer radius of the city, town, specialized municipality, village, summer village or hamlet of the registered owner's business/residence address.
Private Buses
- An individual or organization operating a vehicle as a private bus, for example:
- Daycare operations.
- Not for profit organizations (e.g., Kinsmen Club, Legion, church groups, etc.).
- This does not include vehicles used solely for personal transportation.
- Companies transporting their own employees.
- Shuttle vehicles used by dealerships or service garages to transport people.
Exception
The following vehicles may be registered with a 2-59 plate class and travel outside the 10 kilometer radius.
- Driver Training Schools solely providing training and not transporting goods/passengers for compensation.
- Vehicle used for personal transportation.
- Vehicle used by a tradesperson to transport their equipment, apparatus or materials used to carry out the trade:
- Total weight of the tools cannot be more than 230 kg.
- Not more than 50 kg of the 230 kg can be materials.
- Vehicle used by a salesperson to transport samples or display goods. The samples and/or display goods cannot:
- Be for sale.
- Be being delivered to a purchaser.
- Weigh more than 230 kilograms.
- Vehicle used by a registered veterinarian to transport animals, equipment and supplies used to carry out the veterinary practice.
- Vehicle used to transport sod or nursery products from the farm or nursery.
- Vehicle used for towing a disabled vehicle if the towing vehicle is designed and equipped for that purpose.
- A tilt and slide deck truck designed for both carrying and/or towing vehicles.
- The vehicle(s) being carried and/or towed must be disabled.
- Vehicle used for the purpose of a part-time farming operation.
- Vehicle used for ambulance services if the vehicle is designed and equipped for that purpose.
- Vehicle used for funeral services if the vehicle is primarily used for that purpose.
- Vehicle used as an escort vehicle if that vehicle is not primarily used as an escort vehicle.
- Vehicle used for transporting fresh milk or fresh cream from the place where it is produced to the place where it is processed.
- Vehicle used to carry out a person’s trade, occupation or business when no goods are being transported.
- Vehicle used to transport commercial or residential refuse.
- Vehicle used to transport drinking water in bulk.
- Vehicle used to transport septic tank refuse.
- Vehicle used to transport grain cleaning or drying equipment.
- Vehicle used on occupation roads, such as roads owned by oil companies.
- Vehicle used to tow survey equipment caboose.
Registration Requirements
Commercial Vehicle
A client must:
- Provide proof of acceptable identification, see 2.05.02 Acceptable Identification/Enrolment.
- Provide proof of ownership, see 4.00.01 Vehicle Ownership, Creation and Registration Documents.
- Provide proof of insurance, see 4.00.02 Insurance Documents.
- Provide an Alberta address, see 2.10.01 Addresses & Acceptable Abbreviations.
- Provide the Gross Vehicle Weight (GVW).
Operating Requirements
One or both of the following requirements may be required for operating purposes only:
- A Safety Fitness Certificate (SFC).
- A Commercial Vehicle Inspection Certificate.

Private Bus
A client must provide:
- Proof of acceptable identification, see 2.05.02 Acceptable Identification/Enrolment.
- Proof of ownership, see 4.00.01 Vehicle Ownership Documents.
- Proof of insurance, see 4.00.02 Insurance Documents.
- An Alberta address, see 2.10.01 Addresses & Acceptable Abbreviations.
- The Gross Vehicle Weight (GVW).
- The originally designed seating capacity.
Note:
An Operating Authority Certificate is no longer required
Additional Requirements
In addition to the registration requirements indicated for a private bus, the client may also have to provide a semi-annual Bus Safety Inspection Certificate, see 4.15.01 Alberta Transportation Certificates.
Operating Requirements
One or both of the following requirements may be required for operating purposes only:
- A Safety Fitness Certificate (SFC).
- A Commercial Vehicle Inspection Certificate.

Regulation Code
For private buses, ensure Regulation Code 17 (17-pvbus) is recorded on MOVES.
