4.50.04 Permanent Fleet Program

Policy

To qualify for the Permanent Fleet Program, clients must have 10 or more commercial vehicles registered at all times within a fleet. Qualifying clients:

  • Have the option to register/renew their vehicles quarterly, semi-annually or annually.
  • May group specific vehicles into separate fleets and have each fleet expire at different periods.

The following do not qualify for the Permanent Fleet Program:

  • Non-commercial vehicle registration plate classes (e.g., 3-pass, 3-nmc, 3-noh).
  • Prorated vehicles.
  • Trailers - excludes commercially registered trailers (e.g. 1-tlr, 3-tlr).
  • Dealers. 

Permanent Fleet Program Attribute

All Permanent Fleet Program clients must have a permflt attribute on their client file. See 2.20.01 Attributes Added by Registry Agents.

Demographic Changes

When a client with a permflt attribute requests a change to their demographic information, the registry agent is able to process the change by removing the permflt attribute, entering the applicable changes in the demographic screen, then adding the permflt attribute back on to the clients file.

Registration Periods & Expiry Dates

Permanent fleet clients are automatically set up by MOVES on an annual basis with a registration expiry date of December 31 regardless of the client’s/company’s last name. 

Clients have the option to change this expiry date to quarterly or semi-annually. Registration expiry dates available are as follows:

  • March 31
  • June 30
  • September 30
  • December 31

Once an expiry date has been established, all vehicles registrations in that fleet will expire on that date.

Note:
No quarterly permanent fleet registration can be issued for less than one full quarter (three month term).  A portion of a month that exceeds 15 calendar days will be considered a full month.

Renewal Listings

Two copies of a renewal listing are mailed to a client. One is a working copy for the registry agent and the client should retain the other. On the working copy, the client must:

  • Confirm all vehicle information is correct.
  • Indicate all vehicle additions, deletions and/or modifications.

Renewal listings are mailed to the client’s address and not to the “Registration Address Applies.”

Inventory

Vehicles registered under the Permanent Fleet Program are issued a Vehicle Registration Certificate.

As the “Vehicle Registration Expiry Date” field shows “Continuous,” the certificate is not replaced annually.

New registration certificates may be purchased by the registrant as requested, when there has been an address change, or when there has been a change to the vehicle (e.g., color, weight, etc.).
