4.50.01 Prorate Program

Policy

Alberta is a member of the International Registration Plan (IRP), a reciprocity registration agreement among Canadian and American jurisdictions. This program applies to Alberta carriers who travel in Alberta and at least one other province or state. Rather than obtaining and paying for plates and registration in each jurisdiction, prorate offers the advantage of proportionate licensing in Alberta.

As part of the IRP, Transportation and Economic Corridors (TEC), Prorate Services calculates registration fees for prorate approved commercial vehicles. The fees are calculated based on the percentage of total distance travelled within each jurisdiction.

TEC, Prorate Services is responsible for:

  • Approving a client’s initial prorate application and all other prorate related transactions on MOVES.
  • Assigning the carrier type (see the table at the end of this policy).
  • Entering all vehicle information on the TEC IRP System (ATIOS) and MOVES.

After the supplements are created by Prorate Services, a registry agent must:

  • Create and print the Fleet Summary Report.
  • Process the prorate service supplement.
    • If the service is a vehicle first or a vehicle transfer and the vehicle that is being registered is an electric vehicle, prior to processing the supplement, a registry agent must first verify if the vehicle already has active registration on it. If the vehicle already has active registration, confirm with the client whether they require the vehicle to be registered with dual registration, or if the existing registration should be cancelled.
  • Collect the amount specified on the Fleet Summary Report plus the service fee.
    • The fees listed must be paid in full. Partial payments are not permitted.  
  • Issue the appropriate plate, registration certificate, IRP Apportioned Cab Card and Proportional Reciprocity Plan (PRP) decal.
  • Remind the client that if they create any electronic copies of the IRP Apportioned Cab Card, they must save those copies offline to the driver’s electronic device, instead of an email account or online cloud service.

Note:
Although a client may have an electronic copy, the original form must still be issued to the client.

Registration Fees

Prorate Services calculates registration fees. The fees are calculated based on the percentage of total distance travelled by the carrier within each jurisdiction. For more information see 4.60.05 Prorate Registrations.

Carrier Types

Carrier Type Plate Class
For-Hire Carriers (H)
An individual or company transporting someone else’s goods, property, equipment or passengers.

Private Carriers (P)
An individual or company transporting his or her own goods, property, equipment or passengers. 

Daily Rental (R)
A rental owner of a rental fleet in the business of renting and/or leasing prorated vehicles with or without drivers in two or more member jurisdictions.
