3.15.03 Operator Renewal
Policy
ATTENTION:
Please refer to COVID-19 Emergency Interim Policies which provides details for temporary exceptions to this policy.
An operator renewal service is used to issue a driver’s licence or identification (ID) card to clients:
- Renewing an Alberta driver’s licence that has not been expired for more than six months.
- Extending the expiry date in conjunction with one of the following operator services:
- Reclassification; see 3.15.04 Operator Reclassification.
- Condition code maintenance; see 3.15.05 Operator Condition Code Maintenance.
- Exchange; see 3.15.06 Operator Exchange.
- Duplicate; see 3.15.07 Operator Duplicate.
- Surrendering a non-Alberta driver’s licence and who previously held an Alberta driver’s licence that has been expired for six months or less.
When the Alberta driver’s licence has been expired more than six months, the service is processed as an operator first; see 3.15.01 Operator First.
Licensing Requirements
A client must:
- Provide acceptable identification; see 2.05.02 Acceptable Identification/Enrolment.
- Provide proof of legal presence, if the client is in Canada with immigration documents that have an expiry date; see 2.05.02 Acceptable Identification/Enrolment.
- Disclose all medical conditions/physical disabilities that may affect their ability to safely operate a motor vehicle; see 3.05.05 Medicals/Visions.
- If the client requires a medical, the renewal is processed and the client is given 30 days to present the medical.
- Pass a vision screening if their vision has changed since their last renewal (e.g. client wearing glasses and no condition code A on their driver’s licence).
Additional Requirements
In addition to the licensing requirements, the client may have to provide one or more additional documents:
- Test Result forms (knowledge, vision and road, as are applicable) when the client is reclassing their driver’s licence and renewing at the same time.
- A medical report and/or vision referral; see 3.05.05 Medicals/Visions.
- A completed Application for Farm-Restricted Class 1 Licence (DPLS13510) for driver’s who are renewing their farm-restricted Class 1 licence.
A registry agent must:
- Complete a CCMTA Interprovincial Record Exchange (IRE) search (see 3.10.20 Interprovincial Record Exchange Searches & Close Outs for Driver’s Licences (CCMTA)) in the following situations:
- When MOVES indicates the last service on a client file was ‘O-Return CCMTA closeout notification – XX’, where XX is the province abbreviation;
or - When a client is exchanging an out of province or out of country driver’s licence and previously held an Alberta driver’s licence that is still valid.
- When MOVES indicates the last service on a client file was ‘O-Return CCMTA closeout notification – XX’, where XX is the province abbreviation;
- Ask the client (provided they are 18 years of age, or older) “Will you register consent to the donation of your organs, tissue and/or body?” in the Alberta Organ and Tissue Donation Registry (AOTDR) and provide the adult with the AOTDR Brochure.
- If the client participates, they must be advised that a heart symbol will display on the front of their Driver’s Licence or ID card.
- View the client's most recent image on MOVES for clients who previously held an Alberta driver's licence to verify the identity of the client.
- If the client's images cannot be viewed, the operator service cannot be processed.
- Capture a photo of the client.
- When the client has a previous acceptable image on MOVES, a new photo is not required, however it is best practice to capture a new image if the client agrees; 3.05.02 Driver Licence / Identification Card Photo and Signature Requirement.
- Capture the client’s signature.
- Issue an interim licence or identification card receipt.
Imaging
The signed application form and all supporting documents must be sent for imaging; see the appropriate sub-section in 1.15 Microfilm.
