3.15.07 Operator Duplicate
Policy
An operator duplicate service is used when a client has no changes to the personal information that appears on their driver’s licence/identification (ID) card and their driver's licence or ID Card has:
- Been lost, stolen or destroyed.
or - Not been received in the mail.
Note:
Clients applying for an operator duplicate service have the option of renewing their driver's licence extending their expiry date to the maximum allowable term. Client must meet all licensing requirements; see 3.15.03 Operator Renewal.
Licensing Requirements
A client must:
- Provide acceptable identification; see 2.05.02 Acceptable Identification/Enrolment.
A registry agent must:
- View the client's most recent image on MOVES when processing an operator duplicate service to verify the identity of the client.
- If the client's images cannot be viewed, the operator service cannot be processed.
- Capture the client’s signature.
- Issue an interim licence or identification card receipt.

No Charge
The following regulation codes are used to issue a no charge duplicate service:
- Regulation 00-fee to override the government fee
and - Regulation no-comp to override the registry agent’s service fee.
A no charge duplicate service is issued when:
- A client has won their review (the review was cancelled by a SafeRoads Alberta Adjudicator) for a suspension through SafeRoads Alberta;
- A client has not received their permanent driver’s licence/ID card in the mail within 60 days from the issue date and the address on file is correct.
If the client has not received their card in the mail, a registry agent must:
- Verify the current print request status shows “PRINTED” using the MOVES Card Data Display screen.
- Allow a minimum of five mailing days from the print date.
- Override any outstanding fines, if applicable.
- Confirm the client’s postal address using the MOVES Client Display screen.
- When a client has any changes to their personal information, the client does not qualify for a no charge service, and an operator exchange service must be completed; see 3.15.06 Operator Exchange.
- Obtain the previous interim licence or ID card receipt.
- When the client does not have the interim licence or ID card receipt to surrender, they do not qualify for a no charge service.
- Issue a no charge duplicate interim licence or ID card receipt.
After the 60 day grace period has expired, the client is not eligible for a no charge duplicate service.
Prior to completing a no charge operator duplicate service for a client that has not received their card in the mail, it is best practice for a registry agent to complete the following steps before issuing another no charge duplicate:
- Ask the client:
- If they have issues receiving other mail to this address from Canada Post. (If yes, this could indicate a larger issue that needs to be addressed by Canada Post).
- If they have a Mail Forwarding service currently registered with Canada Post at the address they have provided. (Driver’s licences and ID card will not be forwarded. A mail forwarding service will result in the card being returned to the sender.)
- Validate the address by using an internet search engine or verifying on the Canada Post website, or requesting the client provide proof of address.
The reason for the no charge duplicate service must be indicated on the driver's licence / identification card application.

Imaging
The signed application form and all supporting documents must be sent for imaging; see the appropriate sub-section in 1.15 Microfilm.
